Description: Ardent Mills repainted the flour mill with Welcome to Alton and the Stars and Stripes for a fantastic view as one enters the West side of our great city. The black line at the bottom of the building represents the 1973 Mississippi River flooding water level. The red line represents the 1993 water level that inundated downtown and swamped the water plant.
